This document sets out the cancellation, refund and balance rules for dor.net (MGN Teknoloji A.Ş.) services and forms an integral part of the Terms of service. For consumers, the right of withdrawal in the Distance sales agreement applies in addition, and nothing in this document restricts that right.
1. Definitions
- Balance
- the amount loaded to the account in advance by card or bank transfer.
- Unused balance
- the balance remaining after all fees accrued up to the moment of the refund request have been deducted.
- Promotional balance
- balance credited by dor.net as a campaign, SLA credit or welcome credit, for which no payment was made.
- Service period
- for dedicated servers, the monthly period paid in advance.
- Provisioning
- preparing a dedicated server for the Customer (hardware allocation, OS installation, IP allocation). Provisioning starts at the moment the order enters "provisioning" status, as shown in the console.
2. General principles
2.1. There is no setup fee and no cancellation penalty. The agreement is of indefinite duration; the Customer may cancel at any time.
2.2. Refunds are made by the original payment method and in the same currency: card top-ups to the card, bank transfers to the sending IBAN. Refunds to a different account are made only where legally required.
2.3. Refund requests are made through the ticket system in the console ("Billing and refunds" category). Once approved, the refund is sent to the payment method within 14 days; the time the bank takes to post it is outside dor.net's control.
2.4. A credit note is issued for the refunded amount to correct the earlier invoice; where the Customer itself must issue a document, dor.net provides guidance.
3. Refund of prepaid balance
3.1. Unused balance is refunded on request. This requires that the account has no open (active, suspended or payment-pending) services, or that the refund is requested only for the part remaining after the accrued fees of the remaining services have been deducted.
3.2. Promotional balance is not refunded in cash; it is only set off against service fees. When balance is consumed, promotional balance is used first, then paid balance.
3.3. The actual transaction fee charged to dor.net by the payment institution or bank, as shown on the payment record, may be deducted from the refund. The deduction cannot exceed xto be filled in% of the top-up for card payments or yto be filled in TRY for bank transfers; current rates are shown on the top-up screen in the console. No transaction fee is deducted from refunds made under a consumer's right of withdrawal.
3.4. If the account is closed for breach of the Acceptable use policy or for fraud, the unused balance is refunded after set-off of dor.net's documented loss arising from the breach. For top-ups made with stolen cards or false identities, refunds follow the instructions of the payment institution and the competent authorities.
3.5. Balance loaded by mistake in excess is refunded under the same rules.
4. Dedicated servers
4.1. Cancellation at period end. A dedicated server is cancelled by selecting "cancel at period end" in the console. The service continues until the end of the paid period, does not renew, and the server is shut down at the end of the period. No refund is made for the remaining part of the paid period, because the server was exclusively allocated to the Customer for that period.
4.2. Cancellation before provisioning starts. If the order is cancelled after it is placed but before provisioning starts, the full period fee is refunded to the balance.
4.3. After provisioning has started. No refund is made for a dedicated order whose provisioning has started or whose server has been delivered. For consumers this relies on Article 15/1-ğ of the Distance Contracts Regulation (services whose performance began with the consumer's consent before the withdrawal period expired), based on the express consent given at the time of ordering.
4.4. Late delivery. If the setup time stated on the product page is exceeded by more than 2 business days for reasons attributable to dor.net, the Customer may cancel the order with a full refund or wait; if it waits, the service period starts on delivery.
4.5. Hardware substitution. If dor.net cannot supply the ordered configuration it offers an equivalent or better configuration at the same price; if the Customer declines, a full refund is made.
4.6. Termination by dor.net. If dor.net terminates the service without cause (for example discontinuation of the product), the unused part of the paid period is refunded to the balance pro rata by day.
5. Cloud servers
5.1. Cloud servers are billed hourly and have no contract term. A server can be deleted at any time; hours accrued up to deletion are charged. There is no refund for hours already used.
5.2. A stopped ("powered off") server is still billed, because its disk and IP address remain reserved. Billing stops only when the server is deleted. Deletion requires a separate confirmation in the console to prevent accidental deletion.
5.3. A server that reaches 730 hours in a calendar month is not charged further in that month.
5.4. Hours during which a server was unusable because of a failure attributable to dor.net are not charged or are refunded to the balance; SLA credits are calculated separately under the Service level agreement.
6. Suspension and termination for non-payment
6.1. Dedicated: if the balance is insufficient on the renewal date, the server is suspended (powered off) on day 3 and the service is terminated and disks wiped on day 14. If balance is loaded during suspension, the service restarts automatically and the period fee is deducted; no fee is charged for the suspension days and the period runs from the renewal date.
6.2. Cloud: when the balance goes negative, servers are suspended and no fee accrues during suspension; they restart automatically when balance is loaded.
6.3. Data on services terminated for non-payment cannot be recovered. The Customer is responsible for backing up its data.
7. Closing the account
A Customer wishing to close the account deletes all cloud servers, cancels dedicated servers at period end and requests a refund of the unused balance. The account is closed after the last service period ends and the refund is completed; records subject to statutory retention (invoices, traffic data) continue to be kept.
