This agreement is drawn up under the Consumer Protection Law No. 6502 ("TKHK") and the Distance Contracts Regulation (the "Regulation") for persons purchasing dor.net services as consumers (natural persons acting for purposes outside their trade or profession). Legal entities and persons acting for commercial purposes are covered only by the Terms of service. This agreement applies together with the Terms of service; in case of conflict the provision more favourable to the consumer applies.
Part A — Pre-contractual information form
Under Article 5 of the Regulation the following information is provided to the consumer before the order is confirmed. By ticking the order confirmation box the consumer confirms that they have read this form and seen the "order with obligation to pay" notice before confirming the order (Art. 7 of the Regulation).

- Cloud server
- a virtual server created instantly with the virtual processor, memory, disk and IP address of the selected plan. Billed hourly, with a cap of 730 hours per month.
- Balance top-up
- prepaid balance from which service fees are deducted. Balance is not a service in itself; unused balance is refunded.
A.3. Price and payment
- Prices are shown in the order summary. For consumers resident in Türkiye, TRY prices include 20% VAT. There is no setup fee.
- Payment is made by deduction from the previously loaded balance. Balance is loaded by credit card (secure payment page) or by bank transfer/EFT. Instalment options and any instalment surcharge are shown on the payment page.
- For cloud servers the total depends on usage; the hourly price and the monthly cap are shown in the order summary. The monthly usage statement is invoiced at the end of each month.
- Price increases are announced at least 30 days in advance; a consumer who does not accept an increase may cancel the service without additional charge.
A.4. Performance (delivery)
- Cloud server: usually created within minutes after the order is confirmed.
- Dedicated server: delivered within the setup time stated on the product page; server access credentials are shown in the console after account verification is completed. Account verification (e-mail, phone, identity) requires the consumer's cooperation; any delay in verification is added to the delivery time.
- The service is delivered over the internet from the data centre in Türkiye. The agreement is of indefinite duration; the consumer may cancel at any time.
A.5. Right of withdrawal and exceptions
The consumer has the right to withdraw from the contract within 14 days of its conclusion without giving any reason and without paying any penalty (Art. 48 TKHK; Art. 9 of the Regulation). The procedure is set out in Part B, clause 7.
Under Article 15 of the Regulation the right of withdrawal cannot be exercised in the following cases; the consumer is separately informed of this when ordering and their consent is obtained:
- Cloud server
- a service created immediately on order confirmation and performed instantly in electronic form (Art. 15/1-ı). The consumer may nevertheless delete the server at any time and pays only for the hours used.
- Dedicated server
- a service whose performance begins before the withdrawal period expires, with the consumer's consent "I want provisioning to start immediately and I understand that I lose my right of withdrawal once provisioning has started" (Art. 15/1-ğ). Before provisioning starts the right of withdrawal can be fully exercised and the amount paid is refunded.
- Balance top-up
- balance is not a purchase of services; unused balance is refunded on request at any time, regardless of the withdrawal period (Cancellation and refund terms, section 3).
A.6. Complaints and disputes
The consumer may submit complaints through the ticket system in the console or to legal@dor.net. For unresolved disputes the consumer may apply, within the monetary limits set annually by the Ministry of Trade, to the Consumer Arbitration Committee at their place of residence or at dor.net's seat, and above those limits to the Consumer Court (Arts. 68 and 73 TKHK).
A.7. Storage of and access to the contract (Law No. 6563, Art. 3)

- The order summary can be corrected before confirmation (back button). The order confirmation is sent in the console and by e-mail.
- This agreement and the pre-contractual information form are stored in the consumer's account together with the accepted version and time of acceptance; they are accessible and downloadable at any time from the console and at https://dor.net/legal.
- The language of the contract is Turkish.

4.2. The Provider confirms that it has fulfilled its pre-contractual information duty through Part A and keeps the consumer's confirmation in the order record.
4.3. If the Provider cannot perform the service, it informs the consumer within 3 days of becoming aware and refunds the amount paid within 14 days at the latest (Art. 16 of the Regulation). With the consumer's consent, an equivalent or better service may be provided at the same price.
5. Obligations of the consumer
5.1. The consumer declares that their account details are accurate, that they are at least 18 years old and that they use the service for purposes outside their trade or profession.
5.2. The consumer uses the service in accordance with the Terms of service and the Acceptable use policy; is responsible for the content on the server; and backs up their data.
5.3. The consumer accepts that the order price is deducted from their balance and that, for cloud servers, hourly fees continue to accrue while usage continues.

6.1. The service price is the amount shown in the order summary, inclusive of VAT. For cloud servers the price is calculated according to the hours used and cannot exceed the monthly cap.
6.2. The price is deducted from the consumer's prepaid balance. If the balance is insufficient the service does not start. Card payments are collected through a licensed payment institution; the Provider does not store card details.
6.3. An e-Arşiv invoice (e-Fatura for registered taxpayers) is issued for each payment and sent to the consumer's e-mail address; invoices are accessible in the console.
7. Exercising the right of withdrawal
7.1. The consumer exercises the right of withdrawal within the 14-day period by a clear statement through the ticket system in the console (subject "Withdrawal notice"), by e-mail to legal@dor.net or by KEP to mgnteknolojianonim@hs06.kep.tr. The following model form may be used but is not mandatory:
To MGN Teknoloji A.Ş., Fenerbahçe Mah. İğrip Sk. No: 13 İç Kapı No: 1, Kadıköy/İstanbul, Türkiye, legal@dor.net — I hereby give notice that I withdraw from the contract for the following service. Order no: … · Order date: … · Service: … · Consumer's name: … · Consumer's e-mail: … · Date: …

7.3. For a service whose performance began at the consumer's request within the withdrawal period and which does not fall under an Article 15 exception, the price of the service provided up to the date of withdrawal is deducted in proportion to the total price (Art. 13 of the Regulation).
7.4. The exceptions in Part A.5 remain applicable. For cloud servers the consumer may delete the server at any time instead of withdrawing; unused balance is refunded.
8. Term, cancellation and suspension
8.1. The agreement is of indefinite duration. A dedicated server is cancelled at period end and does not renew; a cloud server can be deleted at any time.
8.2. Suspension and termination for insufficient balance follow the timeline in clause 10 of the Terms of service and the Cancellation and refund terms (dedicated: suspension on day 3, termination on day 14; cloud: suspension when the balance goes negative, restart when balance is loaded). 10. Liability
The Provider's liability is governed by clause 18 of the Terms of service; the consumer's rights under the TKHK, the provisions on defective services (Arts. 13-16 TKHK) and mandatory law remain unaffected. The Provider does not rely on any provision that restricts the consumer's statutory rights.
11. Force majeure
Clause 20 of the Terms of service applies. If force majeure lasts more than 30 days the consumer may terminate the agreement and the unused price is refunded.

The competent court is the court of the consumer's place of residence or of the Provider's seat.
12.2. The parties agree that console records, order confirmations and e-mail records may be used as evidence in a dispute; the consumer's right to prove the contrary remains unaffected.
13. Entry into force
The consumer confirms that they have read this agreement and the pre-contractual information form in Part A in the order summary, accepted them electronically and placed an order with an obligation to pay.
